Before they had small focus groups, 2000-5000 people on average, (plus or minus margin of error) but they did it on a global scale and got an accurate reading.

Politicians only look to appease the majority, in focus groups they choose which words to use and finalise on the one that the largest majority find acceptable or agree with.
