The Khazarian Khanate was ruled by the same aristocratic family who ruled the larger Scythian Empire. This aristocracy, called the "Royal Scythians" by historians are noted as ruling all the various kingdoms (Khanates) of the region throughout history in the Europe/Asia region (notably the Pontic Steppes, but really almost all of Asia/Europe).
