The Soviets and later the Russians have played their cards on space close to their chests. With many indications that they never shared the full extent of their space program.

Granted the same could be said of the U.S.A Diary Entry of President Regan dated June 11th 1985 reads as follows.

Lunch was with 5 top space scientists. It was fascinating. Space truly is the last frontier and some of the developments there in astronomy etc. are like science fiction except they are real. I learned that our shuttle capacity is such we could orbit 300 people.

In June 1985 there were, publicly at least, a grand total of 3 space shuttles capable of Orbiting Earth. 4 if you count the test shuttle. And at a Maximum they could hold 8 people. That’s at best 32. 40 if you count the potential crew of the shuttle Atlantis which wouldn’t take its maiden flight till October of that year.

Where’s the extra orbital capacity coming from? There were publicly only ever 6 shuttles. Suppose they could have meant that in a pinch they could throw together enough shuttles for 300 people. But Regan seems to have written in the present tense like they were immediately capable of launching 300 people
