Maybe you don’t live in an area where wearing nothing but an undershirt and pants around knees with exposed boxers while listening to amped mumble rap and satanic screed is the norm, but some of us do.
What I, and he, did advocate is readoption of dressing nicely in one’s “sabbath best” for congregation, for each other, while reconfirming that the slippery slope is real.
