We always assume that asset foreiture applies mainly towards corporations and personal holdings. But can you imagine the English Crown or the Vatican or any other Euro Royalty facing 13848? Of course you would need the cooperation of the countries these entities are based in but with Trump as President I dont really think that will be a problem especially when these illicit holdings are returned to their people. I dont really know how an EO could or would apply to foreigners but their assets held here definitely would come under 13848.
