I don't think illegal immigrants even deserve the pristine environment of Siberia. I mean, they will just escape back into the rest of Russia and cause trouble again. Just get them out. The reasoning is that illegal immigrants are linked to organized and other crimes.
It is currently very easy to get a visa to Russia - apparently (from Maria Zhakarova's mouth) it is just a matter of filling in a form online, and booking a ticket. So that's nice, but this allows anyone who can scrape up the money for a ticket to just arrive, and outstay their welcome. For Middle Asians, such a ticket is not even a hard ask.
From the footage I have seen at the border currently, most of the people being deported are Middle-Asian. That is not due to racial profiling, but due to their lack of documentation and possibly also a legitimate emptying out of the jails.
Putin's announcement proves that one must play by the rules, and at least not break laws, starting with coming into the country legally, and have one's paperwork in-tact - i.e. reapplying for visa extensions and/or whatever. And so it must be, for any self-respecting country.
