Not really necessary, IMO. Read the book "Freakonomics" for a better understanding on what inspires gang culture (I'm sure there are others that delve more in depth, just the one that I've read).
MK-Ultra seemed to target those that would otherwise seem non-threatening to society so they slip under the radar until needed.
I'm sure the C_A is involved at a higher level of the gang hierarchy than programing the actual thugs to be thugs (Supply side, who moves ahead, who gets taken out, etc.).
