I think this is right. Destruction of current FBI HQ (and all that is under it) appears to be the objective here. “New HQ” is cover for the physical cleanout that has been underway since March 2020 under cover of COVID shutdown (likely same with FedRes).

There were very likely military operators inside FBI, CIA, and FedRes buildings sequestering evidence of the criminal syndicate shortly after Trump National Emergency 3-13-20 and Nationalization of FedRes on 3-27-20.
