There are several different narratives to which this could refer.

I've seen a report that there is a very large array that the USA has installed in the ice that is supposedly some sort of giant telescope, but whoever was being interviewed stated that it is not just a receiver, it is also a transmitter, and can cause earthquakes and extreme weather all over the world.

I cannot state this is the truth, but I do think this technology is possible.

And/or he's talking about graviton engines. The NatSocs supposedly invented them and built real "flying saucers" with the technology. During WWII, they founded an underground base in Antarctica, which they called "New Swabia". They also developed other technology to help them set up a full society under the ice, including giant cargo submarines, etc. etc. "Operation Highjump" was not, as explained, a scientific expedition but a military operation to exterminate the NatSocs, which failed.

This second narrative is also possible. But with great claims should come definitive evidence.

And/or there is the story of the Aryan race that lives in the Earth, in a sort of "Hollow Earth" narrative. They supposedly have highly developed technology as well as highly developed psychic skills (telepathy, etc.). This is taken from Admiral Byrd's journal, where he claimed to have met these people.

The same requirements for great evidence need to apply to this one as well.
