Those judges aren't judges are all, but are gov't-agency bureaucrats used to: issue administrative subpoenas that get compliance by intimidation instead of by authority; trap people into a bureaucrat-run arbitration biased towards their policy instead of the agency proving their case before a court; and generally circumvent the judicial system entirely.
