It is the TV feed just moments before he went live to give his resignation speech.
He was joking around with the camera crew, and seems very odd considering the speech he was about to deliver (nobody knew what the speech would be about).
It is not the best clip I have seen. Most have been scrubbed from the net. He was smiling and joking around. Then, when the director counted down "3-2-1" (to go live) he immediately swiched to a serious look on his face and serious tone of voice, "Good evening ..." This clip cuts that out, unfortunately.
