Nice way to help a potential assassin, the agents might even try their best but they'd still not be particularly, or at all, effective, protecting Trump. The woman covering in that photo maybe wasn't scared to the point where she would not do anything, if the whole situation was something she had not really trained for maybe she just had no damn idea what to do, her confusion made stronger by the fact that she suddenly found herself in the middle of something she was totally unprepared for.

And the pile on Trump (presumably he is under there) doesn't actually look as if it might need more bodies. So yep, she probably has no idea what to do next.
