Crooks wasn't supposed to get spotted by the bystanders or the police officer on the ladder. He also said Crooks was a terrible marksman and that there was a second shooter further away that was supposed to take out Trump. Crooks was supposed to get the crowd scrabbling while the other shooter took out Trump. But everything fell apart when Crooks was spotted and started firing shots earlier than he was supposed to. Crooks himself may have never known about the second shooter.
