How or why would ANYBODY construct a building of any sort with a roof that was unsafe to walk on because of the "pitch," or for ANY other reason?
With that condition, how could they fix or repair a leak or any other problem that eventually presents itself in the life of every structure?

Edit: The pitch is not severe, so I assume they are talking about its ability to support the weight of a man. Pennsylvania gets lots of snow. A foot of show on that much square footage would weigh tons. And a man could easily walk on a roof with that low pitch. Either way, that excuse falls flat. But the roof certainly wouldn't be engineered to fall flat in normal conditions.
