The Butler police were on traffic duty, and came over to the roof after all the citizens were yelling about the shooter. The policeman peering over the edge of the roof probably speed up the shooter who was given all the time in the world by the SS to get his shot off.

This is all IMO after the facts I've seen presented.

It's consistent with what I'm learning about the world. local = good. law enforcement as you go up the chain becomes more corrupt/political.
