1. Is it a complex AI / time travel / multi dimensional shift / parallel universe project?

Or

2. a secret government operation to give people enough hope to prevent outright Civil War?

Or

3. a pacification program designed to lull the population in complacency and inaction to allow a full government coup?

My thoughts are with 2 or 3..
