The "shooter" building is a one story tall building. But the building behind the "shooter" building is two stories tall, at least part of it. Easy place to put the real shooter, and hide him with cover.

Immediately after the shots were fired, there could have been corrupt SS standing around and closing off the entire area as a crime scene, preventing anyone not in the loop from investigating the area. This is exactly what happened with JFK, where witnesses rushed towards the grassy knoll immediately after shots were fired, but were kept away by men who claimed to be SS or police.
