As far as I am concerned: you can, and maybe should, feel sorry for people who keep making the wrong choices, especially if it is because they were raised up wrong.
However that does not mean they should be allowed to get away with it, and not punished. When that is done it only makes the problem worse, on society level.
I guess I mostly see the whole thing as somewhat similar to something like a dangerous dog that became dangerous because its owner either had no idea how to deal with dogs, or was an asshole that on purpose taught it to be vicious. It's not the dog's fault, but keeping it around is probably a bad idea anyway.
