Why Doesn't This Make Sense To Me? The EAC 2020 EAVS Report To Congress Says on Page 1, "Slightly More Than 43% Voted Via Mail...30.6% Voted In Person Before Election Day...30.5% Voted In Person On Election Day.". Me: 43+30.6+30.5 = 104.1%. Huh?

The report says 67.7% of the citizen voting age population (CVAP) voted, the highest ever reported for EAVS.


Just checked pg 9 of the report. Looks like Michigan had ~73% participation rate in 2020, up 8.2% from prior elections.
