Everything comes down to this election, even normie congressmen can see that. So what sense does it make to sacrifice the SAFE act just to make an absolutely futile stand on balancing the budget? No way in hell he is successful, and he's giving an out to the uniparty who would otherwise be forced to make a decision on SAFE.
