Only people I know to universally point fingers at so far is the U.N., who seems to be one of the top level players involved in organizing and driving it.
We did a big dig thread on this a few months back and found several organizations involved at a general level.
Imo, the way to address this issue is to identify the organizations involved, identify the crime they’re committing, serve them formal cease and desist notice, and file formal charges with a restraining order if efforts continue for more than X days.
