Not everyone that will be arrested are military, but military backup of law-enforcement making those arrests is likely to be needed in many cases.

Think about it, what they have been importing for years now(technically 'civilians'), do you really think many won't be called upon to ensure escape of the people they are trying to arrest....

Military backup will be critical and NEEDED to ensure that law-enforcement can even make many of the arrests.....

High up corporate or political DS having a couple of hundred of armed MS13/Tren De Aragua gang members protecting them(outer-layer, with private contractors like blackwater doing the inner layer), even double-digit numbers of law-enforcement WITH a swat team wouldn't stand a chance, military however........
