US govt and other plasma research demonstrated LONG ago--more than 100 years--that climate is electrically determined by forces so far beyond our planet/control, it's hard even to comprehend the scale of it.
Thus the "weather control" research program's real goal would be to see if it's possible to steer the really vicious stuff that will come in from the sun and beyond (parallel with research toward predicting these cycles/events).
