Nope, a democracy does not preclude human rights or civil liberties. It's simply a system of government in which state power is vested in the people or the general population of a state, whether directly or through representatives. You know, like the US, Europe and really most of the world. One could argue that the cabal has stolen that power but that's beside the point.
