I'd presume he may be talking of people who want him in White House more than people who can vote him to get there. Wasn't the whole talk about supporters? Presumably he thinks all his supporters matter, not just the ones who can vote, considering that those supporters include people like the ones convicted due to just walking around the Capitol building 6th of January 2021 who can't now legally vote because of that conviction, while Biden seems to think they are all garbage.
