Colleges opened up by being more accessible and to do this the banking sector started providing loans for education, which drove up the costs of tuitions. So not only were tuitions skyrocketing, but the education itself was getting further devalued.
I'm not aware of any direct policy on tuitions by Trump, but his policy on the dollar should be better the fact the dollar would be stronger and receiving better compensation for your work
