Why not give them 30 days to self report their address, and employment possibly some other demographic information. A spouse.or children. Then issue them a 1 year work visa for only the state they reported from restrictions them from moving. In the mean time we remove the rest. Then in one year they apply again and are renewed one year at a time. They must get a provisional drivers license with photograph, insurance. and any criminal activity starting with dUI and up they automatically get deported along with their family. No voting, no purchasing housing. After five years, learning English and successfully keeping a clean record they can apply for citizenship with full rights. During this time their children can not commit crimes either. No anchor babies or birthright citizenship no welfare, no free medical etc.
