Just like in the Olympics when the top score spread in a judged event for the 3 medals spans only a few hundredths of a point. That ranking order is all from subjective human judges and what they saw at the time. I think this is a weak argument by the twitter person.
EDIT - looked at all of the photos again - anyone else notice that the 'winner' photo was a live event, with stage event lighting (horrible) and she was expressing emotion, while........, all of the runner-up photos were professionally lit, posed, and chosen to be the most flattering out of their photo 'session'. Should post the winner's professionally posed and retouched portrait beside all of the others for honest comparison.
