Whether Obama is "in charge" or not, he still bears responsibility for carrying out whatever orders he was given. Not being "top dog" does not buy him absolution.

I don't know that "Mike" can be held accountable for anything. Technically (s)he never held office, and to my knowledge has no political power whatsoever. If (s)he was party to the pizza parties -- they'd have to have solid evidence to do anything. And then too, can a civilian (who held no public office) be questioned by a military tribunal? I honestly don't know.
