Once they have this number, they are required to get medical insurance (it's usually free or subsidized, but that is a different topic), and usually its through Covered California (CA's version of Obamacare). Everyone under Covered CA is sent a voter registration application. So is everyone who gets a driver's license.

I believe that part of the vote rigging scheme is that Covered CA and the DMV track the people who don't return the cards themselves (because they know they are not eligible to vote). The people who didn't register are fraudulently registered by the scammers and the scammers vote on their behalf.
