In major Municipalities with municipal water systems. Such as the recent case in Indianapolis.
They regularly loose more water than an AI data center could use operating at full capacity. Just due to leaky pipes and defective equipment.
Many factory farms at least. Use methods largely focused on maximizing yield. Rather than saving water and or soil health. Hence their massive consumption of fertilizer and other chemicals to stretch soil life out. Which ironically also uses excessive amounts of water.
Our infrastructure is ancient and falling apart. Power stations were never built when they should have been. Water Pipes and other Electrical systems that should have been replaced weren’t. We more or less stopped any investment in Nuclear Power. Despite it being ultimately more cheaper and plentiful than coal, oil, and natural gas alternatives.
Not to mention there’s a multitude of alternative cooling systems the data centers could use. That are more efficient with water usage but cost more. And current Corporate America’s business model is based on maximizing shareholder value and cutting every corner they can get away with to save a nickel.
I’m also reasonably certain, given both general stupidity of the population along with the state of public schools, a disturbing amount of people also truly believes that the water the data centers would feasibly use. Just permanently disappears. Instead of reenters the water cycle.
TLDR: What people are actually subsidizing wouldn’t be the resource use of the Datacenters. But rather 40-50 years of updates, upgrades, expansions, and improvements that just didn’t happen. Along with shitty corporate behavior meant to reward Wallstreet Financial bigwigs and their political puppets at everyone else’s expense. Not to mention the fear and ignorance of the general population that prevented some of the upgrades from happening.
