The QB has already thrown the ball and the hand was planted soon after, but like a slap. It was called for a "roughing the passer" penalty. I was like C'mon! That's a VERY, VERY mild slap! That team went on to win the game by a few points, even with them being the favorite to win the game. At the beginning of the game, they were losing by a couple of points and it was nearing half time, just like what happened to the Baltimore Ravens v. SF 49ers in the Super Bowl game and the Atlanta Falcons v. New England Patriots Super bowl.
So it's quite clear they had to adjust the rules to "fit" the circumstance that happened, so they can call the "appropriate" penalty to fix the game.
