To ensure safe and efficient operations, including smooth arrival of military and private aircraft involved in relief missions, the FAA has issued a temporary flight restriction in Western North Carolina. The state, along with FEMA, have established a process for general aviation pilots to obtain pre-clearance for landing at AVL. For details, pilots can check the Notice to Air Missions."

Where's the heavy lifts bringing supplies? If they flew from Bragg I'd see/hear them. I'm not seeing videos of C13X landing there. Nothing on ADS-B. The runway is 8400'. They've landed a 747 there before.
