I read a book on the WH a couple of years ago - about the staff who keep the house running. Butlers, cooks, etc. It does happen very quickly. Not sure about the wallpaper but the rugs, draperies, furniture, etc. - that is all ready to go and they switch everything out during the inauguration.

(Actually was a great book. It interviewed the people about their experiences in the jobs and their interactions with the different presidents. One maid told a story of walking in to clean the Reagan's bedroom not realizing he was there. He was reading a newspaper and apparently had just gotten out of the shower and was au natural. He was surprised, she was mortified and ran from the room. The next time she saw him, he apparently said 'hey, who was that guy the other day?' She was grateful that he was able to shrug it off but more importantly, put her at ease.)
