I saw someone point out a few months ago that the yellow nautical flag (flags used at sea by ships as code) just so happens to represent the letter Q:

The Q meaning of the flag stands for “Q: Quebec – I request free pratique”.

This is what I found when I looked up the definition of pratique:

“Pratique is the license given to a ship to enter port on assurance from the captain to convince the authorities that she is free from contagious disease. The clearance granted is commonly referred to as free pratique. A ship can signal a request for pratique by flying a solid yellow square-shaped flag.”

Maybe he is trying to just signal us with the Q, or it has dual meaning in that he started wearing it when the whitehats had full control and had finally removed the elite’s disease-like hold on our country.
