Reason: a word

They were calling them 'frost quakes' in our area and explained them away as being shifting and cracking below the ground's surface due to rapid temperature changes in the winter. Of course, we had never had anything like this happen before so that explanation seemed pretty iffy to most local residents.

Then the booms started again, only during the summer months. The official explanation was trotted out once more, even though we had normal summer temps going on. How stupid do they think we are to accept 'frost quakes' as the answer in the dead of summer?! Good gravy. But ya know...

Most people did accept that reasoning, then just shrugged their shoulders and went on with life. So even when the explanation is obviously pure fiction, people will latch onto it and then let the whole situation just fade away. Strange human behavior phenomenon - to accept something, anything, in order to file away an anomaly and move on with life.
