Just to be clear, In New York State,the district attorney brings charges, the suspect is arrested and arraigned and a plea is entered. A bail hearing ensues, sometimes during the arraignment and bail and conditions of release are set. The case then goes to a grand jury which can decide to "true bill" the suspect or not. If no true bill of indictment is found, the case ends, the suspect is released and bail and conditions are ended. It the grand jury finds for a true bill of indictment, pre-trial hearings are held and if the case proceeds, the case is docketed for trial. There is always a grand jury for felonies or indictable offenses.

I personally believe that the President has better lawyers than New York State and will never be arrested or indicted. Morgenthau* and his office will then be sued into infinity.
