Basically, yes. Seth Keshel himself defines it as, “Excess Biden Votes based on trend analysis in the modern political era, considering population growth/decline, recent voter history, and registration information, including registration by party.” I think what he’s saying is he researched how many legitimate votes could have been cast (based on the above), and how many votes were actually counted, and came up with an 81 million count discrepancy. In other words, there were 81m more votes counted than could possibly have been cast when you analyze things like recent voter history, registration info, etc. We already know there were more votes counted in AZ than they had paper ballots for, so I think this is what he’s saying. I could be wrong, if so somebody please correct me, but to the best of my understanding this is what he means - and that’s staggering.
