I do not think this is the correct interpretation. The COVID news banner below the news story has nothing to do with the story itself. The story is saying that the people who are registered to receive mail-in/absentee ballots for the recall election will be receiving them in the next 2 weeks. They need to be received at least 30 days prior to the election, which is Sept 14. I received mine by email a couple days ago.

Also, I can verify now what I heard earlier, and correct some misinformation. Newsom is not on the ballot - it’s not that kind of election. The very first question on the ballot is a Yes or No question - do you support the recall of Gov Newsom? If you vote Yes, then you go on to Part 2 and vote for a candidate running to replace him. If you choose No, you don’t go on to Part 2. If more than 50% support the recall, he’s replaced by whomever wins the most votes in Part 2. If more than 50% are opposed to the recall, Newsom remains and serves out his original term.
