John Ratcliffe's Memo: View on Intelligence Community Election Analysis

"In the Ombudsman's report, he accurately acknowledged my commitment "to provide an independent avenue for analysts to pursue unbiased analysis." My approach here is not without precedent. In 1962, a National Intelligence Estimate stated that the Soviet Union was unlikely to place missiles in Cuba. Then-CIA Director John McCone forcefully disagreed with the analysis, and later ordered the U-2 reconnaissance flights that discovered that missiles had in fact been deployed."

Just like Q, just like Q+, John Ratcliffe is leaving a crumb that will become part of a future narrative where "future proves past."

Q has stated that when the reveal-ball starts rolling a lot of what we think we know about history is going to be proven pretty much the opposite of what we have learned it to be.

I think we can all easily read between the lines of what Ratcliffe is implying here. That the books are cooked because the chefs are really propagandists, knowingly or unknowingly, and in the later instance the bias is institutionalized.

After the inauguration of Joe Biden the generals and the diplomats bragged about how they thwarted President Trump's foreign policy by either withholding or altering the intelligence assessments of and reporting on operational readiness, force posture, political situations, etc..

I don't think President Trump and a select group of "advisors" (less than 10, 3 of which are non-military) were deceived for one minute... but their plan... (classic Ali rope-a-dope) required them to accept cooked assessments and reports, and the phony advice that came along with it. Like I wrote above, I think we can read between the lines of what Ratcliffe is implying in terms of the analysis being biased.

Then it gets interesting.

"My approach here is not without precedence."

What Ratcliffe is referring to on the surface is John McCone's not accepting the intelligence assessment stating that the Soviet Union was unlikely to place missiles in Cuba and authorized U-2 surveillance flights.

"After the disaster of the Bay of Pigs Invasion, President John F. Kennedy[6] forced the resignation of CIA director Allen Dulles and some of his staff. McCone replaced Dulles as DCI on November 29, 1961." (wiki ref below / McCone)

McCone is Director approximately 11 months before the Cuban Missile Crisis.

Now what may seem unrelated is this little historical round-about:

"He also worked for ITT. In 1946, the General Accounting Office implied that McCone was a war profiteer, stating that McCone and his associates of the California Shipbuilding Corporation had made $44 million on an investment of $100,000.[4] McCone's political affiliation was with the Republican Party." During this period Howard Hughes was also alleged to have been a war profiteer by Senator Brewster, who sicced J. Edgar Hoover on Hughes. It was revealed in the course of the Senate "smear" hearings that Brewster was working with Juan Trippe (Skull & Bones 21), President of Pan Am, with General Klein, public relations and lobbyist (for W. Germany), to force Hughes to sell TWA. But while that's another story... its really not.

Back to Ratcliffe's shot across the bow. The CIA in 1962 was still very much just the O.S.S. rebranded as the CIA. And it was still very much Dulles' CIA when McCone received the assessment on the potential for Soviet missiles to be deployed in Cuba.

At this time, what was then the intelligence community, what was then the diplomatic corps, what was then the military industrial complex, blamed Kennedy for the failure of the invasion at the Bay of Pigs. By cooking the assessment that McCone rejected, the Dulles CIA was setting Kennedy up to have allowed the Soviets to put tactical nuclear missiles in Cuba, creating a Gordian Knot foreign policy debacle that would undermine Kennedy's presidency and short-circuit any hope of reelection. Kennedy had, recall, sucker-punched Eisenhower during the primaries about the "missile gap" with the Soviet Union (which did not exist).

Ratcliffe is underscoring the treasonous actions of the generals and diplomats who took active measures by both withholding intelligence and biasing intelligence to undermine Trump's foreign policy.

The $64,000 question is, in disagreeing with the analysis, "from the unique vantage point as the individual who consumes all of the the U.S. government's most sensitive intelligence on the People's Republic of China," exactly what 2021 version of a U-2 reconnaissance flight did John Ratcliffe authorize... and when did he authorize it.
