Like "vaccine hesitant", it's a persuasion term. Subtle psychological manipulation suggesting eventual surrender by the victim.

When an athlete holds out for a better contract, he eventually signs a deal.

When I'm hesitant to try a strange new delicacy, I probably will do it eventually.

I am not holding out or hesitant or merely resistant to being vaxed.

I am defiant in refusal and permanently vax exempt. Period. End of paragraph.

The decision could not be more final.

Because it's a matter of life and death: life for me, and death for any who threaten it.
