The big swamp rats can all sleep easy tonight thinking that Durham is just gonna slap a few low level minions- most likely with minor charges that will later be dropped, or result in meaningless sentences.

That's why I think the AP put out the story. Their unnamed sources are putting the word out to the swamp leaders that the fix is in, and nobody of relevance is going down. Just another ordinary day in the Washington DC swamp.
