There is a whole section on the use of blinding lasers in the Law of War manual section 6.15.1. It is listed as one of the "Specifically Prohibited Types of Weapons" in section 6.4.2

Edit : Many of these lasers can be found on places like ebay, https://biglasers.com/, and other sites. Also it is possible to make your own with a laser Diode from a cdrw disc drive, and a mag-light flashlight. I made one over 10 years ago and it was pretty powerful and went a long distance.
