Taxing production is about fighting cabal's economical competitors and doing this visible way - so you would concentrate on taxes not on printing money (which is another way to win with competitors).

Controlling economy is power even bigger than political one. In fact it can be primary source of political power,especially in democracy where dominant problem is corruption because of money needed to win the elections (and because politicians are greedy too)

It is all about controlling economy. Income tax is tool of control but lesser one being also decoy for most important one - printing money (control over currency).
