As Storm Rider pointed out, there is a sub chapter titled 11.15 in the law of war that deals with the spread of contagious diseases. I believe the White Hats called the shots on the Omicron variant thereby sending a codified message to the Black Hats that End of Occupation (Chapter 11) is happening whether they like it or not.

I need to do more research into Project Odin, but from what I do know Space Force will play an integral part in bringing down the Cabal and bringing an end to the occupation of America. There are way too many coincidences between Xi and Omicron to be mere happenstance, especially considering that Xi was specifically skipped in the naming sequence of the variants.
