Distraction / nothingburger. Allocated funding can be re-earmarked and back-rolled into existing budgetary cycles due to unforeseen contingency expenditures. There is no evidence and no reason to believe the original funding was designated "Covid 19" at that time, not to mention that would have made zero sense to anyone at the time and would simply raise too many questions that would only continue to be raised as 2020 unfolded.
