So, this is how the funding goes. Each state Health Dept. executed a 5-year Cooperative Agreement with the CDC/HHS for Epidemiology & Surveillance of Emerging/Infectious Diseases. The first year of the contract was 2019. Each subsequent year's contract may have new work plan/funding added, but is considered a "continuation" of the original contract (2019). When COVID response money was given to HHS for surveillance and response, the govt. wanted to get it out fast and dumped the money into the existing Cooperative Agreements. If you follow the link from Ron's original post, there was no activity on this additional funding until summer of '20. The epidemiology cooperative agreements between the CDC & state Health Depts. have been using this type of cyclical funding via Cooperative Agreement since the 1980s.
