You are right to think that, but wrong because while he is a very complex and calculated being, like all angels are, he still does have an element of free will.

Angles have free will, the ability to choose.

What they lack is the ability to create.

They lack the Divine Spark nested in the hearts of every Man and Woman to Create.

God, the Creator, bestowed upon his most Loved children the ability to Create as he does, but to Create, one must have limitations. We do not have the omnipotent, omniscient nature of God because it is only by lack of those powers that we have reason to Create at all.

If everyone knew how to make the perfect toilet, then there would be no process or toil in having discovered it.

So by removing the template from us, God is able to be pleasantly surprised at how we are able to invent and create such that we overcome all obstacles set before us.

God sought to Create a Creation that Creates -- such that he, an omniscient, all-knowing creator, could be surprised and overjoyed at what we make.

Lucifer thinks only through choice and logic. He is void of the Divine Spark, and cannot think "outside the box" because he has never been limited by mortality.

When we live and make decisions, we grow because of our own mortality. An immortal being can afford to make mistakes, as they can always use their infinite life span to address the cons of their decision. Mortal beings, however, are stuck with those decisions for the rest of our short lives.

Because immortal beings have no true cost in their poor decisions, they are slated to commit to poor decisions as an excuse for making way for good decisions.

Thus, the phrase "the ends justify the means."

That is how a program thinks. That is how an AI thinks.

And while Lucifer does have Free Will to decide, repent, and act -- he does not have the ability to Create His Self. Angels are stuck as God made them, and cannot alter their own authority by their own Free Will.

We, mortal beings such as we are, can Create Our Self by our decisions and our ambitions.

That is why we are the inheritors of the highest Order of God's Creation, not misaligned angels such as Lucifer.
