My guess is the uranium was on the planes with the cash. So, they didn't sell the uranium to Iran, they just gave it to them. I read somewhere Obama was being blackmailed by Iran over the Osama Bin'laden and seal team 6 stuff.
Obama needed a reason to fly into Iran, he used the pallets of cash scheme. If he was really returning money to Iran that the USA seized, he could have done that with a wire transfer. He couldn't wire transfer uranium though, he needed the pallets of cash plan to fly the uranium in to Iran.
