I agree, the Cabal properties should have been demolished, but the ones with the bombs were never told who really held the reigns of power. If they did, they would target the ones pulling the strings of all nations like puppets.

Militarily, however...

The greatest tactical weapon of war is turning your enemy's civilian population into an obstacle they must frequently contend with.

By bombing the homes of civilians, you put civilians out into the streets and demanding aid from the government as well as turning to crime to survive. Civil chaos does the most damage overall because the civilian population of a country can't simply be taken out like a battalion on the battlefield. The goal is to deplete the enemy's resources, because it costs more lives to destroy a wall than to build one.

Think of it like a battle of attrition. Take Sun Tzu's word for it:
